What they do not tell you is that smoking has actually been banned in the Strangers' anyway exactly because of the concerns about being hypocritical.
Once in the strangers', there is not much security so not surprised they got the video - if you lit up in a pub, you would probably get that long before someone approached you.
Is it not possible that this video what shot before the introduction of the smoking ban because smoking is not permitted anywhere indoors on the Parliamentary Estate.

I can assure you that smoking is banned in the Stranger's bar. These two where just lucky they didn't get caught
