Do abandoned tents count as litter under local bylaws?

Wasn’t it already established that good modern tents with a person in a good modern sleeping bag inside would not display much in the way of a heat source?

G+P they would still give off enough heat to not appear black on a thermal camera. plus you can see the occupied tents in there as well at the other ones.
