The Courts have now solved the problem for the government by assuring the primacy of copyright law over the freedom of the web, government no longer needs to legislate in this area, companies will petition the courts directly when it becomes worth their while to do so. This ensures that the biggest offenders are targeted and the small fry will be largely ignored, commercial loss will be the trigger for action.
The government seeking to drop this only ensures one outcome - that civil servants and politicians cannot block sites for political reasons (dressed up as copyright or security reasons). They did not want to open that can of worms because they will one day be in opposition and Labour have a long history of taking sensible laws designed for one purpose and shifting them for political or ideological advantage.
