Well this is (one of) the Labour Party's problems.
They are too focused on their hatred for the Conservative Party and their subsequent attacks the Tory's, rather than governing.

Some spectacular double think from the young marxist there.
Labour standing for change (after 10 years!!!).
Deeper down he's reached for the New Labour solution that is to create a pretend narrative. You can pull that confidence trick of in opposition, and even in the first 5 years of government - before annoying facts and results of your decisions get in the way. But its hopeless after 10 years.
The failure of the Labour government has very much been David Miliband's failure, few people are closer associated with the spin, lies and deceit of New Labour than he.
PS Can some one please teach him how to shave ?

If it looks like bull, smells like bull and sound likes bull. It probably is bull. No more needs to be said.

"Labour are offering change, and the Tories are offering more of the same."
Buh? I didn't know the Tories had been in power for 11 years.
What a creepy man; and his brother is even creepier.

Miliband is really gropeing about for something to say and, unintentially, because he's an inadequate little man, has let the cat out of the NewLabour bag. When socialism had demonstrably failed Blairism resorted to trying to beat the Tories anyhow because there was no other reason for Labour's existence. The Tories made it easy for Labour by moving off their centre ground as Labour moved on it. (I still can't believe that sensible people were calling for clear blue water.) Now Cameron is moving back to the centre ground and the unions forcing Labour back to the left Labour are lost. So Miliband is reduced to admiting that Labour's sole purpose is to beat the Tories- not run the country or help the poor etc. (If you have a problem with that think back to abolishing the 10% tax band, Brown dished the poor for a cheap headline of "shooting Tory foxes".)
Of course Miliband may just be joining some other ministers who are trying to head off the union organised leftward lurch. On the other hand his idea of giving power etc to the many and not the few is pure Conservatism of letting people decide instead of being told by the few in political power.

"The leadership contest concept, which consisted in replacing Gordon Brown and replacing him with a David Miliband, is abandoned"
